There are people who use Baltimore City resources that don't pay to support them, including commuters who live outside the city and drive on Baltimore roadways but don't pay taxes that go toward upkeep of these roadways.

Why it matters
Free riding circumvents the traditional free market system in that free riders use resources that they don't pay to maintain and thereby make those resources economically feasible to produce and provide to Baltimore citizens.
